Excelsior Apartments in Preston have extensive issues with water damage, including gaping cracks and holes in common areas, exposed plumbing and wiring, and suspended walkways where underlay has rotted away. Balconies were built without membranes and regularly flood the apartments below, leaving many with severe internal damage. The building sits on two separate foundations, and some apartments straddle both, causing movement and cracking. Carpet moths are also endemic throughout, leaving holes everywhere. The body corporate’s response has been glacial despite a 111-page report acknowledging the problems. Prospective tenants should steer clear — landlords, however, may find their next “renovator’s dream”.
