The property functioned but had received almost no maintenance for decades. Fencing continually collapsed, heating failed every winter, and agents repeatedly threatened tenant charges for repairs. Property managers changed frequently, keys were lost, and inspections were inflexible. A neighbouring rooming house caused sewage to pool in the backyard for weeks, with no authority or agency willing to take responsibility.
